An old iOS mobile data error appears to have reappeared in iOS 12.3 and apparently iOS 12.4. The mobile data breaker in iOS 12.3 is corrupt and allows apps to use mobile data despite not being checked off from accessing mobile data.
For example, if you have configured apps such as YouTube and Overcast to not have access to mobile data from Settings -> Cellular, they will still stop using mobile data and run through your monthly data limit.
The problem is reported by mjtsai and confirmed to be present by the cloudy founder Marco Arment who has received many complaints from cloudy users about this. While the original post claims the issue is present in iOS 1
This kills me. I get reports every day from people who say that Cloudy uses mobile data despite being turned off in system settings.

For now, the only solution to fix the broken mobile data switch in iOS 12.3 – iOS 12.4 is to beat on the feature again, restart the iPhone / iPad, then turn it off again.
For people with access to high-speed LTE mobile data with a massive monthly data cap, this error may not be a major problem. For iPhone users living in less developed parts of the world where mobile data is still expensive, this bug is a major problem. Now that the bug is picked up by the media, I would expect Apple to roll out a fix for it soon provided it has not already solved the issue in iOS 12.4.
