Found iwatch series 3 while swimming, not sure how it works. : Apple watch

While snorkeling at a local swimming pool by the river, I found a Series 3 iwatch in about ten feet of water. Now I had snorkeled just that place a day or two before, so it had probably been down there most of the day. I took it home and put it in a bowl of rice and put it in the warmest room in my house before I went to camp / work. Now I’m back, bought a charger for it and connected it. To my surprise, it turned on right away and showed a cable with a green lightning bolt. It took about a minute before it disappeared. Now the screen is blank, I can not get it to turn on. You may feel that the clock is a little warm, so the charger will definitely charge the battery.

Is this normal?

Are these devices also locked or paired with an iphone? Will it show a name? I really do not need it and would like to find the owner of it, haha, I’m sure they were probably quite angry, they decided to jump into the river with it.
