I had to look up what "papers" are. Interesting.
So broadly, it appears to be paper with each line numbered to the left, and a vertical line or two separating the left column of numbers from the text to the right.
I want to use Pages to do this. I would go into Page Layout mode. Then I wanted to create two text boxes, one for the numbers to the left and one for the rest of the text to the right. I want to add the numbers to the first one and then use the other to text. I would make sure that the line spacing and point spacing were the same for each of these text boxes, otherwise the numbers on the left would not fit the lines to the right.
You can then use a line shape or two to draw the vertical line.
I guess if you needed more than one page, you could insert another page and copy and paste the two text boxes, leave the numbers in the left and remove the text to make it ready for New text on the right.
