If you have to use more than one operating system, find that putting them up takes a little effort to work smoothly. There must be a way to keep your data synchronized and for the two systems to talk to each other. If you use Windows 10 and MacOS at the same time, and need a method to sync bookmarks from Windows 10 to MacOS, you can do so through iCloud.
If you use the same browser on both Windows 10 and MacOS, Chrome or Firefox, you do not need iCloud. Both of these browsers have their own built-in settings and data synchronization feature. However, if you use Chrome or Firefox on Windows 10 and need to sync bookmarks to Safari on macOS, you need an extension / add-on to do the job.
To sync bookmarks from Chrome or Firefox to Safari, you need to install the iCloud Bookmarks extension or add-on. This extension / extension was developed by Apple. You also need to install iCloud for Windows to get the extension or add-on to work.
Install iCloud for Windows and sign in with the Apple ID you use on Mac.
When logged in, select what you want to sync. To sync bookmarks from both Chrome and Firefox, click the Options button next to Bookmarks in the ICloud for the Windows panel.
Click Apply and wait for your bookmarks to sync. Give it a few minutes to sync your bookmarks from your browser on Windows 10 to iCloud.

The bookmarks can also be synchronized from Internet Explorer if you still use it. If you use Opera or Edge, you can't use Apple's extensions to sync bookmarks. If you can't change which browser you are using, try using tools that can sync bookmarks from edge or opera, or which browser you use for Chrome or Firefox.
After setting up the tool, you can use Chrome or Firefox extensions and iCloud for the Windows app to synchronize bookmarks from Windows 10 to MacOS. The bookmarks can take a while to appear, and when they do, you will also be able to access them on any iOS device if you have iCloud sync created and enabled for bookmarks in Safari.
Remember that this is only necessary if you want to sync bookmarks to Safari on macOS. For an alternative option, which does not involve iCloud, you can use the Chrome or Firefox bookmark sync feature, install the browser on Mac and find a tool that you can install on your Mac that can sync bookmarks from Chrome / Firefox to Safari.
