Apple today launched the fifth developer beta of iOS 13 and iPadOS 13. Although it aims to fix some major bugs and stability issues, building the new beta also comes with many minor new changes and improvements.

Adjustable Home Screen Grid
The size of the home screen icon can be adjusted in iPadOS 13.
Old but useful option restored in Safari
The Open in New Tab feature has been restored in Safari.
Volume HUD with feedback
There is now a haptic feedback when reaching maximum / minimum volume level. The HUD UI volume has also been slightly tweaked. When you adjust the volume using the physical buttons, there are now several granular steps.
Improved Share Sheet
Share Sheet gets a UI adjustment and now has the ability to pin your favorite actions to the top.
It is an option to further reduce the cursor size in iPadOS 13.
Screenshots now have rounded edges to match the rounded edges of the screen.
Volume HUD is automatically hidden while taking a screenshot.
Shortcut Automations Tab Missing
Shortcut Automation tab is missing in iOS 13 and iPadOS 13 beta 5, although it is confirmed that the feature will be restored in the next beta.
New achievements in move goals
There are new achievements in the Move Goals Activity app.
New Wallpapers for Home App
The Home app gets a bunch of new wallpapers in iOS 13 and iPadOS 13 beta 5.  Splash Screen for Health App
The Health app gets a new splash screen. The articles related to hearing and menstrual cycles also have new images.[Via r/iOSBeta]
