Up to 10.14.5, AppleKextExcludeLList.kext contained a real estate list, knownPanics.plist, which detailed core extensions that Apple knows as the cause of core panic, thus being excluded from loading in Mojave. which has not changed in 10.14.5. The text now contains a second property list, ExceptionLists.plist, which is a long dictionary for "secure timestamp exceptions".
Each entry consists of a string of hex digits, which is probably an identifier or hash, along with the kext ID (such as com.thiscompany.mykext) and its version number. These appear to be an exhaustive list of over 18,000 existing core guard extensions that have been exempted from the notification requirement.
