The iPad Pro currently houses only a single 12MP rear shooter. So it would be a strange move from Apple to jump directly to a triple camera system on the 2019 models. Plus, the inclusion of a telephoto sensor on the iPad doesn't really make much sense since it would almost be of no use.
It's possible that Apple can add a depth sensor and a ToF sensor to the iPad Pro to enhance AR-related features. After all, the company is rumored to add a ToF sensor to its iPhones from 2020.
The report also states that the upcoming 10.2-inch iPad can be shipped with a dual camera setup. Again, this is the first time we hear this, and while Macotakata has a good track record of Apple rumors, it is better to take this with a pinch of salt.
There really weren't many leaks around the iPad Pro in 2019. The lineup got a major design overhaul last year, so the improvements this year will probably only be internal in nature. We'll probably see Apple unveil the iPad Pro 2019 along with the 10.2-inch iPad in October.
