In its Voice Tech report from 2019, Mangrove Capital Partner claims that Apple will launch SiriOS for developers at WWDC 2020.
The report states that of the next decade we will see a shift towards speech-based computing. Based on this and citing the "voice community", the report claims that Apple will launch "SiriOS" at WWDC 2020 to accelerate innovation and adoption.
SiriOS will allow Apple to independently develop Siri whether it is running on iOS, iPadOS, or macOS. In theory, it will allow developers to write and integrate their apps with SiriOS, which will automatically ensure that it crosses all available platforms from Apple. SiriOS can also potentially make HomePod more useful, which currently feels severely restricted due to various Siri restrictions.
The report does not provide any credible sources or internal leaks from Apple, so I would say it is better to bring it with a pinch of salt.
While the popularity of speech-based computing will increase in the coming years due to the growing popularity of smart home speakers, I'm not sure how Apple launches SiriOS will help in this regard. Apple already provides developers with SiriKit so they can integrate their applications and features with Siri.
