Here's my problem: My wife has an iPhone and prefer to use Apple TV. I have a Google Pixel 2xl and all kind of google home stuff, and I'm using the new Chromecast. We have a Samsung smart TV with CEC, so it's great when she presses a button on the ATV remote, it switches and if I tell Google to play something on the TV, it will change it too.
The problem is that Apple TV is best performing at about 12/100 volumes, while I need the TV to be around 36/100 volumes while using Chromecast. We only use the ATV remote for volume, so when the TV is low, I will cast it, if I change the volume, it will return to ATV.
I can not turn off CEC because it's just too convenient
Change the audio output level for ATV to match Chromecast better
Has the ATV volume buttons change internal output instead of TV (preferred but probably impossible)
Change the TV volume from Pixel 2XL (probably impossible since it does not have IR blaster but I want to see if my smart TV will allow it via the app)  turn off CEC only for ATV volume buttons.  I think that's all I can think of trying. Has anyone else had a similar problem and found a solution?
